pbottom10"><p><strong>（一）政治环境</strong></p><p>政治环境决定着企业能否在稳定的社会中获得稳定的、长期的发展，也决定着企业进入国际市场的可能。国内外新的竞争者的不断加入，使得世界经济朝着更为一体化和更为相互依存的全球一体化方向发展。许多公司从全球不同的地区寻求商品和服务来源，他们试图从各国在生产要素（如劳动、能源、土地和资本）的成本和质量差异中获得好处，从而降低总的成本构成并（或者）改善产品的质量和功能，形成一个生产活动的全球网络。</p><p>同时，国内政治和国际政治环境的安定与否也会影响一些企业的发展速度和规模。大家都知道，战乱时候从事军火或相关军用器材的企业会获得暴利，而和平时期房地产行业和旅游行业则会获得很大发展，这一切都说明政治环境会影响企业的广告传播。</p><p>全媒体时代的记者，不仅仅要具备采编文字稿件的能力，还要具备视频拍摄、图片摄影的能力。今后记者应聘，“具备优秀的全媒体报道能力”将成为衡量记者能否胜任的重要标准。</p><p>资料来源：中国经济网作者：于凡辉</p><p>随着20世纪80年代末90年代初东欧和苏联的解体，两大阵营的“冷战”和“对立”不再存在，国际传播的政治环境发生了很大变化，各国家的传媒改变了过去由国家单独控制，而变为由国家和商业机构的联合控制。受全球化影响，传播的内容也由过去的带有浓重政治色彩的“宣传型”到淡化了政治色彩的新闻型和娱乐型过渡。在这种国际政治环境下，广告营销才能得以真正实现全球化“整合”。例如联想的全球营销行为。2005年5月1日下午，联想正式宣布完成收购IBM全球的PC业务，任命杨元庆接替柳传志担任联想集团董事局主席，柳传志担任非执行董事。前IBM高级副总裁兼IBM个人系统事业部总经理斯蒂芬·沃德（Stephen Ward）出任联想CEO及董事会董事。合并后的新联想将以130亿美元的年销售额一跃成为全球第三大PC制造商，仅次于戴尔和惠普。从2005年5月11日起，联想在美国各大主流媒体如《纽约时报》、《华尔街日报》和《华盛顿邮报》等的显著位置都刊登了整版广告，而国内的电视、报纸、网站以及楼宇的平板电视上也出现了新联想的广告。这是在5月1日新联想宣布正式成立后，专门针对Think 品牌进行的市场推广和宣传的营销计划。此次市场营销计划是一次全球性的行为，包括在美国、欧洲和中国等市场推广Think。</p><p><strong>（二）产业政策环境</strong></p><p>一个产业是由一群生产相近替代产品的企业组成的。产业政策最大的影响就在于规定了企业能做什么，不能做什么，从而影响了战略选择。每一届政府的更替都会因政府的偏好而使得一些行业得到重视，而另一些行业得到抑制。相应地，相关法律和政策也会有所调整，有时会减少政府和相关机构的控制，有时则意味着更多。另外，目前，许多产业结构的变化，打破了传统产业的界限，如通讯行业和电视、广播产业的融合。我们可以通过2009年汽车工业发展的产业政策环境来观察产业政策环境的变化对相关产业发展的影响。2008年金融危机以来，我国汽车产业同世界其他国家一样，都受到了严重影响，产出过剩，消费不足，股票价值严重缩水等。为了刺激汽车工业的发展，国家相关部门作出产业政策调整，对排量在1.6升以下的汽车购置税征收减半，于是，在全球汽车工业需求萎缩的背景下，中国的汽车产业发展得红红火火，2009年前8个月，我国汽车产销分别达到825万辆和833万辆，同比增长26%和29%，部分车型甚至出现供不应求的局面。汽车广告投入也增速迅猛，据有关资料显示，2008年汽车广告经营额增长16.06%，仅次于房地产广告的投入增长额，成为拉动广告投入增长的一匹黑马。</p><p>为了应对国际金融危机对汽车行业的冲击，振兴汽车产业，国务院决定，2009年1月20日至2009年12月31日期间，对购买1.6升及以下排量乘用车的消费者减按5%征收车购税。“减税政策的出台，极大地提振了汽车行业的信心，同时也调动了消费者的购车积极性，对培育汽车消费市场起到了积极的促进作用。”相关专家表示。</p><p>据中国汽车工业协会的统计，今年前8个月，我国汽车产销分别达到825万辆和833万辆，同比增长26%和29%。其中，1.6升以下排量汽车销量增长55%，所占市场份额提升至68.55%，同比增加了7.8个百分点。</p><p>中汽协副会长董扬表示，自3月以来，我国月均汽车产销连续6个月超过百万辆。目前全世界只有美国每月的汽车销量能超过百万辆。这说明，我国汽车市场的规模在世界已处于领先地位。</p><p>“今年汽车市场的良好发展态势与国家出台的有关促进政策密不可分。在燃油税费改革、汽车产业调整和振兴规划、车购税减半征收、汽车下乡、汽车报废补贴、汽车以旧换新等一系列扩大汽车消费政策的推动下，我国汽车市场才能在全球车市低迷的情况下，保持逆势增长的态势。这其中，车购税优惠政策的刺激作用十分突出。”董扬说，据测算，车购税政策至少拉动了车市10%的增长。</p><p>北京北辰亚运村汽车交易市场总经理苏晖介绍，过去，销售1.6升及以下排量的乘用车约占乘用车市场销量的四成多。车购税政策实施以后，1.6升及以下排量车型的销量迅速提升，目前已占到销售比例的六成以上。“车购税减征对调整汽车消费结构作用明显，效果很好。”他说。</p><p>据介绍，受减税政策的影响，今年大部分月份，全国车购税收入均小幅下降。前8个月，全国车购税共实现收入706亿元，同比下降0.2%。值得关注的是，在刚刚过去的7月和8月，车辆购置税收入一举扭转下降局面，实现了大幅增长。其中7月份增长13%，8月份增长30%。</p><p><strong>（三）法律环境</strong></p><p>近年来，为了更好地保护企业和消费者的社会利益不受损害，立法对企业的影响不断增加，出现了大量的限制商业活动的法规，政府机构拥有更大的实施法规的权力。在新加坡和泰国，禁止传播提倡吸烟的烟草广告，也不允许烟草公司赞助电视节目和体育比赛。中国禁止对比性广告，以保证广告的真实性。而印度的食品公司要推出市场上已有商品的新品牌（例如新品牌的可乐或大米）时，必须经过特别批准。同时，公共利益团体的数目和力量也在不断增加。中国的保护消费者权益法、消费者协会及“3·15保护消费者权益日”就是典型的例子。</p><p>我国关于传播的立法情况</p><p>全球化的发展趋势使得信息传播越来越重要，也使得信息传播呈现多元化趋势。但是这种多元化信息需要相应的法制来进行规范。尤其在广告信息的传播中，存在着不少情况，如经济效益上去了，但是社会效益却降低了，软广告的发布不规范等问题。目前我国与广告传播法制方面相关的立法情况大致如下：1987年12月1日施行的《广告管理条例》和《广告管理条例实施细则》，1994年10月27日公布1995年2月1日施行的《中华人民共和国广告法》，2001年我国修订的《中华人民共和国著作权法》。2005年的4月末，由国家版权局和信息产业部联合制定发布并于5月30日起正式实施的《互联网著作权行政保护办法》，国家工商总局的2004年11月30日公布2005年1月1日实施的《广告经营许可证管理办法》和《印刷品广告管理办法》，2001年国务院发布的《出版管理条例》等，除此之外，还有下列条文和规定：2000年《互联网信息服务管理办法》2003年《互联网出版管理暂行规定》；2000年《互联网电子公告服务管理规定》2003年《互联网文化管理暂行规定》2003年《互联网等信息网络传播视听节目管理办法》等。可以看出，在传播方面无论是对传统媒体还是互联网等新兴媒体，我国都有了相关的法律或规范。但是，信息市场的瞬息变化，任何立法与实际情况总会有一些距离，因此，对于广告传播中的立法工作也需要日益更新，对于广告活动中存在的违法问题也需要不断予以治理。</p><p>全球化的发展趋势使得信息传播越来越重要，也使得信息传播呈现多元化趋势。但是这种多元化信息需要相应的法制来进行规范。尤其在广告信息的传播中，存在着不少情况，如经济效益上去了，但是社会效益却降低了，软广告的发布不规范等问题。目前我国与广告传播法制方面相关的立法情况大致如下：1987年12月1日施行的《广告管理条例》和《广告管理条例实施细则》，1994年10月27日公布1995年2月1日施行的《中华人民共和国广告法》，2001年我国修订的《中华人民共和国著作权法》。2005年的4月末，由国家版权局和信息产业部联合制定发布并于5月30日起正式实施的《互联网著作权行政保护办法》，国家工商总局的2004年11月30日公布2005年1月1日实施的《广告经营许可证管理办法》和《印刷品广告管理办法》，2001年国务院发布的《出版管理条例》等，除此之外，还有下列条文和规定：2000年《互联网信息服务管理办法》2003年《互联网出版管理暂行规定》；2000年《互联网电子公告服务管理规定》2003年《互联网文化管理暂行规定》2003年《互联网等信息网络传播视听节目管理办法》等。可以看出，在传播方面无论是对传统媒体还是互联网等新兴媒体，我国都有了相关的法律或规范。但是，信息市场的瞬息变化，任何立法与实际情况总会有一些距离，因此，对于广告传播中的立法工作也需要日益更新，对于广告活动中存在的违法问题也需要不断予以治理。</p><p>资料来源：北京地区刊型广告研究课题组</p></div>
