pbottom10"><p><strong>（一）直投广告在我国的起源</strong></p><p>在我国，最早的传单式直投广告是出现在公元589年。公元589年隋南下灭陈，在大军出征前隋文帝下令写诏书30万张，揭露陈主的罪恶，对陈展开强大的政治宣传攻势，以瓦解它的民心、军心。《资治通鉴》第167卷上记载，开皇八年（公元588年），“送玺书，暴帝（陈后主）二十恶，下令散写诏书三十万张，遍谕江外”。这种“散写诏书”，可以看作是传单式直投广告的原型。</p><p>发展至宋代，随着印刷术的发明和发展，印刷广告在当时大为流行。这种印刷广告在元明清时候也得到较快的发展，但是，由于我国“重农抑商”的传统，使得在当时的广告主要出于一种自发的行为，广告媒体也大多数属于原始形态的物品、旗帜、牌、吆喝、文字等。同时，虽然印刷广告有所发展，但很少是独立于实物的，往往应用于作为实物的包装或者招牌广告的印制上，同时，由于交通条件等的限制，物流和邮政行业在清代之前并没有得到较快发展，因此直投广告的发展和应用都受到了限制。到了清代，1896年3月20日，（光绪二十二年二月初七日）虽然奉旨开办了国家邮政，但由于中国半殖民地半封建社会正处于危机重重之中，清代国家邮政一经成立，英法两国即在邮政主管人员的安排问题上展开激烈的争夺，直接影响了中国加入万国邮政联盟的进程，也影响了我国邮政事业和经济的独立发展。1911年辛亥革命以后，由于军阀混战，外敌入侵，各种邮票的频繁“加盖改值”与各种“限地区使用”邮票的出现证明了当时邮政行业的现实。特别是国民党统治末期，经济崩溃、物价飞涨、币制屡变，邮政事业的发展也是处于一种风雨飘摇的状态当中。整个社会经济的发展在社会动荡的年代也不可能有全面的发展，作为经济附属品的邮政广告的发展也必然会受到诸多限制而停步不前。</p><p>新中国成立后，国民经济逐渐恢复，广告事业和广告管理都有了大的起色，各地相继出台了《广告管理规则》、《管理广告商规则》、《关于印刷厂商管理暂行办法》等法规，在上海、北京、天津、广州等一些大城市先后成立了“广告商同业公会”，在这一阶段广告事业发展得非常迅速。但是，到了1957年，以“阶级斗争为纲”的“左”倾错误愈演愈烈，最终延缓了中国的广告事业发展，在西方得到快速发展的直投广告在当时的中国被停滞下来。</p><p><strong>（二）直投广告在我国的发展</strong></p><p>我国近现代最早的直投广告可以说是出现在20世纪20年代的上海。西方国家在上海的保险公司和英美烟草公司等采用赠送印有本公司广告的月份牌的方式即是直投广告的形式之一。</p><p>中国内地地区直投广告的正式出现是在1985年。这一年，郑州挂面机械厂采用直投广告，仅花了3600元钱，发了6000份邮件广告，成交额却达到了1200万元，企业从此转机。累计增加销售收入达3亿多元。</p><p>20世纪90年代初期，随着市场经济和科学技术的发展，IT行业的产品竞争比其他传统行业更加先行一步，一批IT类的专业媒体首先开始通过直投广告的方式运作，《电脑商情报》、《计算机世界》、《电脑商报》、《慧聪商情》等一系列专门面对电脑商家免费派送的广告刊物相继问世。这些刊物以精确定位读者群体、免费派送、大量刊登广告和商情类报价为卖点，吸引了一大批电脑硬件厂商和渠道代理商。在这些刊物上刊登广告的费用比传统的媒体低70%甚至是90%，而其广告到达率却超过了80%，刊登广告的性价比远远超过了传统的报刊、影视等大众媒体。短短的几年间，规模得到了快速的扩大。据有关数据显示，在中关村现有的三四千家公司中，有八成以上成为了他们的广告客户。就像他们所宣称的那样，在中关村，凡是有公司的地方，凡是有电脑柜台的地方，都有“商情”。对于刚成立的新公司来说，这是打开中关村市场的最便捷的途径，但是也造成了后来的市场价格和品质的恶性竞争。</p><p>到了20世纪90年代中后期，从1998年中国出现第一本免费杂志型直投《生活速递》以来，《目标》、《新主流》等高端杂志型直投广告纷纷出现，在北京、上海、广州三个中心城市出现了真正意义上的直投广告媒介。这些媒介普遍以高收入阶层为读者群，在此基础上进一步将读者的消费特征进行分类，然后以某一类特定的顾客为免费派送的广告受众，其广告诉求可以直达特定的消费者，印刷精美、传播效果较好。在全国重点城市，免费杂志型直投广告发展迅速，以北京、上海、广州、西安等城市为代表，形成了一些在当地有一定优势的免费直投广告，其他城市如深圳、沈阳、重庆的直投广告的发展也相当迅速。除了针对国内读者的直投发展比较迅速外，以《大众生活》、《北京月报》为代表的直投广告也发行了英文版本，这些广告杂志以在京的外籍人士为目标读者，介绍北京的衣食住行、文化风俗。而广州的《新生活》是香港和广州邮政合作，经营得也非常成功。直投广告业的发展推动了邮政广告媒体的开发，地方邮政部门纷纷建立邮政广告企业。</p><p>在同一时期，内、外资的零售企业纷纷在国内开始扩张，为了适应零售卖场的产品营销和促销广告的传播特点，以地域特征为主要属性的卖场直投广告开始成为零售企业宣传自身的主要媒介。这类广告的主要特点是随销售时节的不同而发行量不同，主要为不定期的产品推介，不定期的卖场促销，设计和印刷比较简单，内容以价格推荐为主，设计、印刷主要由卖场把握，发行由卖场人员、投递公司、邮局三种渠道组成，形式以实名多见。在国内规模较大的超市和卖场基本都采用了这种直投广告的方式，家乐福、美廉美、物美、沃尔玛、华堂等超市和卖场均延续着这种简单而又有效的直投广告。</p><p>直投广告的快速发展提升了直投媒介的声音和影响力，逐渐地这种广告媒体就成为报纸和期刊等平面媒体的强有力的竞争对手，成为印刷传媒市场不可忽略的一股力量。</p><p>2000年以后，随着营销理念的进一步更新，许多产品和服务提供商开始直接介入直投广告的经营和管理领域，这一阶段以直投传单式广告为主。截至2004年5月，国家工商总局正式批准发行的直投广告公司有40家，申报备案的还有200多家，这还不包括各地工商部门批准的。直投广告公司在数量上呈现出了非常可观的发展势头。除此之外，从广告主角度来看，除了一些中小企业外，戴尔、爱普生、和路雪、惠普、诺基亚等国际知名公司都在国内做过直投广告的投放。</p><p>尽管如此，对于直投广告的了解，无论生产商还是广告商除了知道直投广告费用较低外，对直投广告的其他优势都没有太深刻的认识。在北京，某信息公司曾经在2003年11月对北京市大约700多家广告商的电话调查中，对直投广告比较了解的不到3%，80%左右从来没有听说过直投广告。这说明中国的直投广告还有很长的路要走，对国内的直投广告从业者来说，还需要付出很大的努力来培育和发展这个市场。</p><p>总体来说，直投广告在我国的一些大中城市获得了一些发展，但是直投广告在全国的广告市场中并没有形成自己应有的规模，直投广告在整个广告产业中的位置并没有得到根本改变，仍然是处于边缘位置。这种情况一方面源于直投广告公司的运作缺乏一定的经验；另一方面主要在于直投媒体自身的先天不足：通过各种广告信息的传递它可以成为不同阶层的“贴身朋友”，它却不能像大众传媒那样造就消费主张和品牌“权威”。因此，把直投广告尤其是一些杂志型直投广告定位于高端消费群体是个不明智的决策。能够接受直投广告的是普通大众，对于杂志型直投广告而言，无论印制包装如何精美，无论对它如何进行高端定位，因为它自身的平民化，即使给它穿上了皇帝的龙袍，恐怕也难逃其平民路径。</p><p>在西方发达国家直投广告在广告媒体中占据着非常重要地位的状况在我国并没有被成功复制，直投广告在广告市场中所占的份额基本上还处在忽略不计的阶段。据有关数据显示，在我国，直投广告在全国广告投资额中仅占有1%的份额。企业的意识和提供此项服务的广告公司的服务水平、服务定位等问题的存在，都导致直投广告市场多年来一直处于待开发阶段。目前的直投广告市场，应该说对于单页传单式或者卖场式直投广告的应用还是比较普遍的，但是对于杂志型直投广告，能主动使用的，大多为一些外资或者有外资背景的企业。</p><p>直投广告在国际上作为一种有效的营销方式，自诞生之日起，它在各种市场实践中的表现受到了众多企业和市场推广人员的高度重视。在直投广告的支持下，产生了一批又一批成功的企业，创造了一个又一个的国际品牌。尽管在我国发展的相对滞后，但是随着时间的推移，直投媒体地位会逐渐提升，将继续发挥其在社会中不可替代性，与其他广告媒体共同形成一个多层次、多方位、多传播渠道的立体网络。这种先进的营销传播方式伴随着中国的改革开放的深入，并经过中国的本土化改造，必将得到应有发展。特别是随着网络技术的推广、发展和更新以及网络用户的剧增，还有新媒体形式的出现，如手机、移动传媒等，直投广告将具有更加广阔的发展空间和途径。</p></div>
