pbottom10"><p>经济因素决定着企业能否获得充足的资金、消费者的购买力、流通渠道等发展状况。例如，经济的景气程度和消费者信心指数是影响消费的直接因素。2008年的金融危机让消费者的消费取向成为谨慎消费和压缩消费，给地产、金融、制造业、广告产业等带来的影响也是比较消极的，直接导致利润的下滑。经济繁荣，人们的消费欲望容易膨胀，享受型消费、炫耀型消费容易发生。经济收缩，精打细算的消费者就会增加。消费者实际经济购买力取决于现行收入、价格、储蓄、负债及信贷。消费支出还受到消费者现有的储蓄与借贷情况的影响，尤其是那些对收入与价格都很敏感的产品类型。对于经济环境的分析，我们可以通过经济收入、储蓄与借贷消费水平和消费结构等方面来分析。</p><p><strong>（一）经济收入</strong></p><p>经济收入水平既可以反映一个国家的经济发展状况，也可以衡量居民的生活状况和水平。经济收入与人们的生活消费密切相关。收入越高，人们的消费意识和消费能力也会提高。尤其是当人们对预期的收入持乐观态度时，人们的超前消费行为才可能成为一种普遍现象。</p><p>我国自改革开放以来，居民收入水平无论是城市还是乡村都有了显著提高。1978年，农村居民家庭人均纯收入为133.6元，城镇居民家庭人均可支配收入343.4元，而到了2007年，农村居民家庭人均纯收入为5791.12元，城镇居民家庭人均可支配收入则达到了13786元，城乡居民人民币储蓄存款也由1978年的154.91亿元上升到2007年的172564亿元。</p><p>数据来源：国家统计局年度数据</p><p><strong>（二）储蓄与借贷</strong></p><p>储蓄和借贷是能够反映人们消费能力与消费水平的指标之一。一般情况下，储蓄与借贷的比例是考察消费者消费特点的一个有力工具。对于消费者来说，在物价水平一定的情况下，储蓄越来越多，表明消费者具有越来越强的消费能力；同样，如果消费者的借贷也是呈增长趋势的，也表明他的消费强度的增长。从下面的资料我们可以看到我国居民储蓄与借贷的变化与现有水平。</p><p>我国居民储蓄情况</p><p>1993年，我国居民户人民币存款余额15203.5亿元人民币，其中活期存款为3232.5亿元人民币，定期存款为11971.0亿元人民币。到2003年我国居民户人民币存款余额为103617.3亿元人民币，其中活期存款为35119.0亿元人民币，定期存款为68498.3亿元人民币。十年的时间，活期存款增长了近10倍，定期存款增长了将近5倍。到了2007年全国居民户人民币存款余额则达到了172534.2亿元，其中活期存款为67599.7亿元人民币，定期存款为104934.5亿元人民币。将近15年的时间，居民户存款的总额翻了10倍多。</p><p>我国在1998年前，中长期贷款主要是固定资产贷款（包括基建和技术改造贷款），个人贷款所占份额较小。1998年后，在国家扩大内需政策作用下，个人中长期贷款（其中95%是个人购房消费贷款）是除基建贷款以外拉动中长期贷款扩张的另一支重要力量。到了2008年，全部金融机构人民币消费贷款余额3.7万亿元，增加4609亿元。其中个人短期消费贷款余额0.4万亿元，增加1035亿元；个人中长期消费贷款余额3.3万亿元，增加3575亿元。</p><p>数据来源：人民网经济频道</p><p>http://finance.people.com.cn/GB/8876776.html 2009-02-26</p><p><strong>（三）投资率与消费率</strong></p><p>投资率通常是指一定时期（年度）内总投资占国内生产总值的比率；消费率是指一个国家或地区在一定时期内（通常为1年）用于居民个人消费和社会消费的总额占当年国民支出总额或国民收入使用额的比率。它反映了一个国家生产的产品用于最终消费的比重，是衡量国民经济中消费比重的重要指标。这二者的比例关系能够帮我们分析一个国家的经济发展模式。从长期来看，中国的投资率总在40%左右徘徊，2007年为42.3%。美国的投资率则不超过20%，2007年为16.0%。中国的消费率在1978年是62.1%，自1990年来就低于50%，到2007年只有35.4%。不仅低于世界平均水平，也低于亚洲国家平均水平。而美国的消费率一直呈上升趋势，1978年为62.3%，到2007年稳步增长到70.2%。我国的这种高投资率低消费率的特点一方面表明国民消费水平与消费意愿处于较低的状态，通过建立健全社会保障体系有可能较大幅度拉动国民内需，另一方面也为广告产业的融资提供了更大的发展空间。</p><p>中国力争到2020年将消费率提高到75%～80%</p><p>2008年12月8日6:35最新一期的《瞭望》新闻周刊文章指出，由于中国消费率明显偏低，要抓住当前扩大内需的时机，努力提高消费率。力争到2020年，最终将消费率提高到75%～80%。文章称，当前，国际金融危机仍在扩散和蔓延，对全球实体经济的冲击造成的损失进一步扩大，受愈演愈烈的国际金融危机的影响，中国经济增速出现回落趋势。</p><p>文章指出，从国际比较看中国消费率偏低。据国际货币基金组织统计显示，发达国家最终消费支出占GDP的比例平均在80%左右，发展中国家平均约70%以上。而中国改革开放后，由于经济增长快，投资率较高，消费率出现稳步下降的趋势，在55%～65%的区间波动。从2001年至今，消费率一直处在60%以下。消费在国民经济中所占比重大大低于国际平均水平。</p><p>文章提出，由于中国消费率明显偏低，要抓住当前扩大内需的时机，努力提高消费率。通过努力，将消费率提高到60%～70%；从长远看，作为大国经济，力争到2020年，最终将消费率提高到75%～80%。</p><p>资料来源：http://forum.10jqka.com.cn/html/43，6020/3046，1.html.2008-12-07</p><p><strong>（四）消费水平</strong></p><p>恩格斯曾经把人们的消费需要分为生存需要、享受需要和发展需要三个层次。对物质的需要是低层次的需要，它是有限度的；当这种需要得到满足后，就会追求更高层次的精神生活。事实告诉我们：经济的发展，主要取决于市场的需求，而一切需要的最终调节者是消费者的需要。可见，消费方式及其选择对经济社会的发展具有十分直接的影响。消费需要的层次性是与人们的消费水平和消费能力密切相关的，只有在消费能力和消费水平不断提高的基础上，人们的消费需求的不同层次才能得到满足。</p><p>据国家统计局数据，2007年城镇居民家庭平均每人全年消费性支出平均为9997.47元人民币，其中最低收入户平均每人全年消费性支出均值为4036.32元，最高收入户平均每人全年消费性支出均值为23337.33元。而在农村，虽然城乡收入存在差异，但是在2007年，农村居民家庭平均每人消费性支出均值为3223.85元人民币，其中低收入户平均每人全年消费性支出均值达到了1850.59元，最高收入户平均每人全年消费性支出均值为5994.43元，农村消费水平的变化可以通过与1985年的相关数据进行比较：在1985年，农村居民家庭平均每人生活消费支出为317.42元。</p><p>除掉物价因素，我们也可以看到无论农村还是城市的整体消费水平有了显著提高。在这种消费能力提高的基础上，居民的消费方向也发生了变化，开始向享受型消费、超前型消费和国际型消费方向上迈进。尤其是都市中的中青年人，他们既是消费的主力军，同时也是消费的导向者，他们的消费能力和方向必将给消费市场带来活力。在整体消费水平不断得到提高的条件下，也必然带来消费者对商品和服务的更多需求。同时为广告业的发展带来了良好的条件。</p><p><strong>（五）消费结构</strong></p><p>衡量居民对产品购买能力的原因除了消费水平外，另一个重要原因就是消费结构。消费结构包括构成居民消费的各个因素。</p><p>通过对比1978年和2007年恩格尔系数的方法来考查消费结构的变化。1978年，农村居民家庭恩格尔系数（%）为67.7，到了2007年，农村居民家庭恩格尔系数（%）则为43.1，城镇变化更为显著，城镇居民家庭收入恩格尔系数（%）在1978年为57.5，到了2007年，城镇居民家庭收入恩格尔系数（%）则下降到了36.3。而衣着、交通通讯和教育文化娱乐服务三项支出则占了整个城镇居民总收入的37.3%。</p><p>据国家统计局数据，2007年城镇居民家庭平均每人全年消费性支出平均为9997.47元人民币，其中最低收入户平均每人全年消费性支出均值为4036.32元，最高收入户平均每人全年消费性支出均值为23337.33元。而在农村，虽然城乡收入存在差异，但是在2007年，农村居民家庭平均每人消费性支出均值为3223.85元人民币，其中低收入户平均每人全年消费性支出均值达到了1850.59元，最高收入户平均每人全年消费性支出均值为5994.43元，农村消费水平的变化可以通过与1985年的相关数据进行比较：在1985年，农村居民家庭平均每人生活消费支出为317.42元。</p></div>
